Jyajji talks like he is a rough equal to Vegapunk. By the comprehension and successful genetics experimentation...technically he is correct since the rest of the world is not even close to understanding this. I cannot imagine it being 25 years ago because all context implies genetics is a recent discovery. Germa 66 would have successfully conquered all of West (?) Blue. They already did to a certain extent with just Reiju, Ichiji, Niji, and Yonji. Having the mass clones of strong underlings seems like a recent development (Sanji is shocked to see it) and Germa 66 being pushed out of West Blue also implies this (they lost all of their soldiers and had to create the clones).
So yes, I'm kinda biased to want to think Jyajji actually sucks and 100% depended on Vegapunk to successfully mutate his sons, but the Marine/Government side doesn't support this either.
If Vegapunk was being forced to work for them the past 20-25 years, wouldn't there be more advanced technology? Vegapunk is astronomically slow if all he's done in that time is create inanimate object fruit users, the Pacifista, and the current "new power" Kaidou/Big Mom know about.
Momo's legendary zoan implies Vegapunk had the genetic knowledge from long ago, so the fact that the Marines/Government do not have much of this technology (Funkfried and Pacifista's using Kizaru's lasers are the only things that come to mind) implies he wasn't working for them very long.
Even Jyajji seeking out help implies it was recent. Only after being pushed out of West Blue, out of desperation, he joined Vegapunk and the other researchers to further their knowledge of genetics. CP0 (presumably), saw the potential and forced Vegapunk to work for the Government. >
I never said Vegapunk helped Kaidou. I said Vegapunk created Numbers and cloned his fruit and not that he gave it to Kaidou.
Right now, I don't see a connection to Kaidou. The dragon aspects does overlap, but there's probably a reason why the Punk Hazard dragon is a European style dragon while Kaidou and Momo are an Asian style dragon (different genetics). For me, everything is tied through Caesar. You got me convinced on Vegapunk being the one to create the Numbers, but Caesar appears to be the bridge for everything.>

Maybe Kaidou was a prisoner Back then and got freed through the rampage or he was just there at the right time. This must have happened before Kaidou entered Wano.
I'm not recalling any Law scene...which arc was this mentioned?
As for Kaidou, yes I would 100% agree that there is a possibility since Kaidou is defeated/captured 19+ times. It also makes sense for the Marines to be able to capture Kaidou the most, which would make them want Vegapunk to see if he could figure out a way to kill him. This definitely does reflect how widespread Vegapunk's influence is despite almost zero screen time though.
